Is it possible to hold elections earlier?

According to this, if the elections are held, the election bugle will be sounded in Delhi only after 5 months. But Section 15 of the Representation of the People Act says that if the Election Commission wants, the election can be announced 6 months before the last date of the assembly. That is, the Election Commission can announce the elections if it wants now. But the biggest problem is that the electoral roll of Delhi is not ready for the assembly elections yet. Kejriwal talks about elections along with Maharashtra, but the process of making the electoral roll has started there since June.
